Cooperation Partners:

The NCPR wishes to establish working partnerships with other organizations involved in academic, research, and other projects in Afghanistan relating to the Center’s areas of activity.

It has thus far established a number of partnerships with German academic institutions through its German donor, the Konrad Adenauer Foundation. Two main current partners in Germany are the Institute of Development Research and Development Policy (IEE) at Ruhr University, Bochum (a partner-university of Kabul University) and the Centre for Development Research

(ZEF) at Bonn University. In a specialized program, the IEE offered an international MA in Development Management, focusing on the integration of the public and the private sector, the nature of economic and political transformation and how to embed traditional development assistance in this process.

In 2004-05 candidates from Kabul University were sent to Germany on fellowships to take part in the Master’s program in Development Management. One of the graduates of the program is the current NCPR Head of the Department of Economics.…It is hope that in time scholars from Germany and Afghanistan can cooperate on research projects in Afghanistan, especially the fieldwork component, under the supervision of Ruhr University Bochum.
In addition, organizations such as North Atlantic Organization (NATO), Asia Foundation, Afghan Center for Socio-Economic and Option Research (OCSOR), Center for Policy and Human Development (CPHD), French Embassy in Kabul and Ministry of Foreign Affairs of Kabul and Ministry of Republic of Afghanistan are cooperatively sharing their efforts with National Center for Policy Research in different areas.
A potential institutional partner from Germany is the "Centrum für Internationale Migration und Entwicklung" (CIM). Preliminary discussions with the Representative of CIM in Kabul indicated that CIM could possibly provide one or two research scholars for fieldwork projects in Afghanistan on a two or three years basis, integrated in the NCPR. CIM’s main areas of research interests in Afghanistan are gender and family. Other potential international partners who have expressed interest in supporting NCPR programs through joint ventures are UNICEF and UNDP.
Non-governmental organizations working in Afghanistan are also potential partners for the NCPR. Most Afghan NGOs are currently involved in development projects and social activism without clear prior thought or suitable methodologies for achieving their intended results.

 
Cooperative partnership with them can be of mutual advantage to all parties. The NCPR could provide training in research methods and database compilation, while NGOs can assist the Center in formulating viable policy recommendations for ameli-
orative reconstruction activities. The future sustainability of the NCPR requires cooperative partnerships with Afghanistan-based institutions, as well as bilateral and multi-lateral international agencies.
