besides the research centers, governmental and non governmental organizations. Therefore, the NCPR in financial cooperation with NATO initiated to launch a short-term training program for a period of 12 days in research methodology, project management and working skills.

The Forum is envisaged as having three main objectives:

To increase the research, project management, and working skills capacity in the students of Kabul University, other universities of Afghanistan and NGO members by offering them a training course in research methodology that will enable them to provide more stimulating, engaging and meaningful learning opportunities in conducting a research as well as project management and other working skills.

To Train the students in research methodology, report writing methods as well as other management skills, so that they will be able to do effective researches and obtain the internship program offered by NATO in deferent provinces in Afghanistan.

To promote the culture of scientific research in the Kabul University and other universities of Afghanistan such as Nengharhar, Herat and Balkh universities.

Project Description

In order to achieve the above objectives; The NCPR launched a short-term training program from 13th–28th January 2008 from Sundays to Thursdays from 9:00am till 4:00pm for 12 consecutive days at the conference room of the NCPR. The program was conducted for the students of Law and Political Sciences, Economics and Social Sciences of Kabul University besides the students from Herat, Nengarhar and Balkh universities along with some members of NGOs.

The course was divided into three series of lectures, at the first stage, the research methodology was taught, at the second the working skills and the third was project management.

The course began by addressing some fundamental questions such as the importance of scientific research, in particular in the humanities; ethics of research; the role of research in policy making; and the role of institutions and centers such as the NCPR in this process.

The course then dealt with the different stages of conducting research in a systematic manner, beginning with the different ways in which research ideas come into being and hypotheses made tested, followed by the different means of collating information – in the field and the library, qualitative and quantitative analysis of data, through to the presentation of findings in different formats.

At the next stage, the working skills dealt with; what is an organization? differences between governmental and non-governmental organization, what one means by working skills or what is the ethnicity of working skills etc, at the end the course dealt with; What is a project? Why Are Project Management Skills Important? Functions of Project Management and the Project Network.


At the end of each trainer’s lecture, the trainees were asked to evaluate the lecturer’s teaching method, the lecture, time, material and the overall program.

Upon satisfactory completion of 12 days course and conducting of a test, the trainees were awarded Certificates of Attendance in appreciation into three grades of A, B and C. Each trainee was graded on his performance and attendance. The criteria for grading was as follows:

Criteria
1. At least 80% of attendance in the class
a. Attendance more than 90% = 50 Marks
b. Attendance between 85-90% = 30 Marks
c. Attendance between 80-85% = 20 Marks
d. Attendance less than 80% = 0 Marks

2. Attending the test at the end of course

Research Methodology
a. 76%, means for this section there were __questions and 38 marks in total.

Project Management
b. 16%, means for this section there were __ questions and 8 marks in total.

Working Skills
c. 8%, means for this section there were questions and 4 marks in total.

The closing ceremony of the program was held on 31st of January 2008 at the conference room of NCPR. There were 40 participants invited from the ministry of foreign affairs, Kabul University, UNDP, Scientific Research center, and some other organizations. The program was started by the verses of Holy Quran, and then the chancellor of Kabul University had a speech on the NATO and Kabul University’s Cooperation. The Director of NCPR talked on the NCPR’s activities and the joint NCPR and NATO training program. One of the lecturers of the program then Dr. Alif Shah Zadran spoke on the lessons taught in the program and at the end Mr. Humayon Pardis one of the trainees of the program talked on the training and methods they were taught in the course.

At last, the chancellor of Kabul University along with the director of the NCPR handed over the certificates to the trainees. Mr. Zabiullah got the highest Mark (100) and A Grade, Mr. Pesarlai got 99 and A Grade, Mr. Ajmal 98 and A Grade Ms. Torbikai 94 and Grade A. There were three trainees who got the lesser mark and Grade C. They were Mr. Abdul Sattar, Ms. Farhat and Ms. Wahida. After handing out the certificates, the NCPR thanked all the participants for their time and presence at the ceremony, wished the trainees a successful life and at the end, they were asked to serve the lunch together.
