NCPR NEWS

Civil Society Study Project
NCPR, partner of Konrad -Adenauer –Stiftung, in cooperation with GTZ conduct a research project on “Civil Society Study” from 19th of May to 19th of July 2010. This research will be covered the Afghanistan six North Provinces as such Badakhshan, Baghlan, Balkh, Kunduz, Samangan and Takhar. Third Capacity Building Seminar for Urozgan Governmental Staff
There was a capacity building seminar from 6th June to 16th June of 2010 on “Management, Law (Constitution – Administrative Law) and Public Budget” at NCPR. 12 people of Urozgan Governmental Staff attended this seminar. The seminar was sponsored by GTZ IS. It was the second seminar for this staff in current year. The first seminar was held in April 2010 for two weeks.

Fifth Afghan Students Forum in Istanbul-Turkey
The NATO Public Diplomacy Division would like to hold NATO Afghan Students Forum. The Forum will take place in Turkey, at the Kadir Has University of Istanbul, from 18th to 24th October 2010 this year.
The announcement of this program was distributed to Heart, Nangarhar, Balkh, Khost and Albironi as well as Kabul Universities by NCPR.
This Forum is dedicated to bring together students from Afghanistan, Pakistan, NATO Member and Partner countries as well as troop contributing nations to discuss NATO's engagement in Afghanistan.

GARF V Training Program for Students
The German- Afghan Research Forum V (GARF V), research methodology in social sciences started on 25th of April, at NCPR’s conferences room for 45 top students of social sciences faculties of Kabul University. After finishing this program on 5rd of June, the participants will conduct some practical projects. The NCPR would like to hold GARF program in other provinces of Afghanistan as of last year.

Trip to Pakistan
KAS- Partner and donor of NCPR invited 4 young lecturers and 28 top students of Kabul University’s two lecturers and 4 students from Herat University to participate in two separates conferences which were held in Islamabad, Pakistan. The first conference held from 23rd to 25th of April 2010 on role of youth in leadership, the second conference was held from 27th to 28th of April 2010 about views and challenges of Afghanistan and Pakistan relationship. The participants appreciated the program and said that it was a successful step for neighborhood relations between Afghanistan and Pakistan.

The Monograph Writing and Scientific Seminar Presentation Program
Approximately 500 senior students of six social sciences faculties of Kabul University participated the 10 days training program in April 2010. In these Programs Writing Monograph and presenting Scientific Seminar was taught to participants.

Introduction of Handbook “Election in Afghanistan” in Provinces
Konrad-Adenauer-Stiftung and NCPR, held one to three days seminars, for introduction of republished handbook “Election in Afghanistan” in provinces. These seminars were conducted in provinces of Herat from 3rd -5th, Kapisa on 7th, Balkh on 10th, Samangan on 11th and Bamyan on 17th of April 2010.Approximately, 350 participants were briefed about the details of this handbook and 1500 editions were distributed for the interested people. The Pashto version is under process and after publication it will be introduced mainly to Pashton areas of Afghanistan.

Second Capacity Building Seminar for Governmental Staff of Uruzgan Province
NCPR and GTZ IS held the second Capacity Building Seminar for Governmental Staff of Uruzgan Province on “Good Governance: Public Administration” from 17th to 21st of April 2010.
The participants of this program were 14 Governmental staff who participated in the capacity building program held at NCPR last year.

Common Voice for Peace
A conference titled “Common Voice for Peace” was held in Ballroom Hall of Intercontinental Hotel from 10th to 12th April 2010. The conference was organized and facilitated by Peace Department of NCPR that brought together international and national experts on peace and reconciliation issues, representatives of concerned civil society organizations and tribal and local leaders from all around Afghanistan. The finance for conference came from Canada’s ‘Peacebuild’.

First Capacity Building Seminar for Governmental Staff of Uruzgan Province
NCPR and GTZ IS held Capacity Building Seminar for Governmental Staff of Urozgan Province, on ‘’Management, Working Skill and Accounting’’ from 4th to 14th of April 2010 in conference room of NCPR. There were 17 participants in the seminar and they were taught by NCPR’s lecturers.

The Roundtable about Monopoly and Hoarding
NCPR & CIPE, held a roundtable on 30th of March 2010, at Kabul Serena Hotel for more than 70 lecturers of Kabul University, Parliamentarians, other Governmental Staff, Journalists and Representative of Commercial Unions and Civil Society. The participants discussed the Monopoly and Hoarding and its effects on the economy of the country. Their comments and suggestions for the solution of this problem were accumulated.

Peace Studies Workshops
In continuing its peace building activities, the Peace Studies Department of NCPR accommodated a workshop on “Peace, Conflict and Oral History” for a group of students of Psychology and Educational Science Faculties of Kabul University on 8th – 9th of March to enhance the awareness and skills of participants, to gain the vision and ability to apply peace building projects.
A three days workshop on “Human Rights” was held for students of Social Science Faculty of Kabul University on 2nd – 4th of Marc h to increase the awareness of them about different issues of human rights, AIHRC and human rights conventions signed by Afghanistan.

The Roundtable about Informal Taxation
NCPR & CIPE, held a roundtable on 28th of February 2010 at Pamir Saloon of Inter Continental Hotel. The participants discussed the informal taxation and its effects on the economy of the country and private sector activities. Their comments and suggestions for the solution of this problem were accumulated. After editing the suggestions will be shared with the related authorities. The lecturers of Kabul University, Parliamentarians, other Governmental Staff, Journalists and Representative of Commercial Unions and Civil Society participated.

The Visit of High Ranking Pakistani Delegations from Kabul University
KAS, the Partner of NCPR, invited an academic high ranking delegation from Pakistan to visit Kabul on 22nd to 25th of February 2010. These delegations were including of Chancellor of Peshawar University, the Ex Chancellor of Qaed -e-Azam University, and the Professors of these universities and representatives of Institute of Strategic Studies of Pakistan. These representatives visited Kabul University on 23rd of February and met Professor Hamidullah Amin. The Chancellor and a team of Professors of Kabul University exchange their ideas on dual academic relations. The delegations had a meeting with the students of Faculty of Law & Political Sciences in that faculty and listen to their comments and suggestions.

The NCPR’s Research Topics 2010
The Departments of NCPR will conduct fallowing projects in 2010:
• Insuring Security by Afghans after the Foreign Troops Return to Their Countries (Law)
• Economical Achievements and Challenges of Afghanistan during 2002-2009 (Economic)
• Social Impact of Returning Refugees and Internally Displaced People (IDPs). (Social Sciences)
• The Role of Religious Scholars and Tribal Elders in Supporting the Peace Process (Peace Studies)

The Pathways to Peace in Afghanistan Research Project
NCPR and the Peacebuild Institute of Canada conduct on a two months research project “Pathways to Peace in Afghanistan” started from 21st of January 2010. Thirteen Provinces including Kabul are considered for field research and twenty five questions including open questions, are asked from the experts. In addition, research questions in focus groups are discussed and the quantative and qualitive results of research will be analyzed.

Workshop on Non Violent Communication
This workshop has been held at the NCPR Conference room on 11th and 12th of January 2010. Fourteen students of the Kabul University participated in the workshop. During the workshop the participants discussed about these important issues: What are the importance and benefits of having good communication? What are the effects and influence of understanding for good communication? What are the obstacles of having Non violent communication?

Workshop on Oral History
The Department of Peace Studies conducted the 4th follow up Oral History workshop at the University of Balkh from 6th to 7th of January 2010.
Ten students and four lecturers participated. This workshop was a start-up of the research project on ‘Collecting Experiences of the People who are involved in the
Peace Process by Conducting Oral History Interviews” which has been suggested by the Peace Studies Network members of Balkh University.

Workshops on Peace Building
The Department of Peace Studies conducted a 3-days workshop on Peace Building at the University of Balkh from 3rd to 5th of January 2010. Twenty six students and five lecturers of different faculties participated. The following topics had been discussed within lectures and group work:
What are causes of wars and conflicts in Afghanistan? What are the obstacles of
the peace process? How to contribute to the peace process? What is the responsibility and possibility of academics and universities to the peace process?

Workshops for Selection of NCPR’s Research Topics of 2010
The departments of Economics, Social Sciences, Peace Studies and Law &Political Sciences of NCPR held workshops for selection their research topics of 2010, on 14th, 15th, 16th, and 20th of Dec 2009. In these workshops, the participants voted for 64 topics related to four departments Around hundred of experts from Government, NGOs, Economists, Lawyers, Sociologists and Lecturers of Kabul University and Researchers of Science Academy were attended these workshops.

Capacity Building Seminar for Governmental Staff of Uruzgan Province
NCPR, partner der Konrad-Adenauer-Stiftung held capacity building seminar in “Management, Law (Constitution-Administrative Law) & Public Budget” from 20th–31st of December, 2009 in conference room of NCPR. It was the second seminar on Capacity Building for Governmental Staff of Uruzgan Province this year similar to the first one which was held in March. This seminar was sponsored by GTZ IS and Netherlands’ Embassy in Kabul.

Elections in Afghanistan
Konrad-Adenauer-Stiftung the partner of NCPR recently published the Handbook “Election in Afghanistan”, regarding Parliamentarian Election of Afghanistan in 2010. The intention of this handbook is to increase the general knowledge of public regarding the election process.
The first and second introduction ceremony of this handbook held on 2nd -3rd and 9th-10th of December 2009 in NCPR’s Conference Room. The participants were the Parliamentarians, Professors of the 9 afghan universities and representatives of other national and international organizations. This foundation would like to distribute the handbook to all over the country with the cooperation of NCPR.

The GARF Closing Ceremony in Herat University
The research methodology program (GARF) which was started on 14th of November.2009 in Herat University finished after five weeks. In closing ceremony on 16th of December 2009 in Commercial Chamber Hotel of Herat, the certificates distributed for 38 participated in that program

The GARF- Program in Kadahar University
For capacity building of young lecturers and students of Kandhar University, NCPR held a research methodology program for 32 lecturers and 16 students from 21st to 27th of Dec. 2009 in that University.

Roundtable with CIPE
NCPR in cooperation with the Center for International Private Enterprise (CIPE) had a round-table on 23rd of November 2009 at Pamir Hall of Intercontinental Hotel in Kabul. This roundtable was on “Governance and Corruption- Challenges and Solutions”.
More than 50 participants attended this roundtable from Parliament, Lecturers of Kabul University, some Governmental High Ranking Members, Journalists, the Commercial Union some delegations and members of Civil Society. The suggestions and comments of the roundtable were collected that will be form as a policy paper and then it will be distributed to related offices.

GARF Program in Provinces’ Universities
NCPR the partner of KAS launched the GARF program in Alberoni University, Kapisa Province started from 18th Nov for six consecutive days for thirty eight lecturers.
The inauguration ceremony of the GARF program sponsored by NCPR was laun
ched at Herat University on 14th Nov 2009. Director and administrator of NCPR attended the ceremony. The program started from 14th Nov 2009 and
thirty five lecturers are the participants. The program includes 24 lecture days and it will finish on 16th of Dec 2009 as well. This program started from 31st of Oct -5th Nov 2009 in Balkh University, Mazar-e- Sharif for forty three lecturers which was highly appreciated and the trainers received appreciation letters from the Chancellor of Balkh University.
The GARF Program was also launched in Shaikh Zayed, University in Khost, started on 31st of Oct. 09 and finished on 5th of Nov. 09. Seventeen lecturers and twenty three students attended the program.
This program was held in Nangraher University from 10th -15th October 2009 for forty lecturers and from 27th Sep – 2nd Nov 09 for around thirty lecturers, students and other governmental staff in Kabul University.
Two hundred twenty eight (228) participants are the beneficiaries of the program.

NCPR’s New Publications
The Research Project 2008 of the department of Law & Political Sciences of NCPR “Rule of Law in Afghanistan and How to Improve It” has been published. This research project observes the reasons of non implementation of law in the country, seeks the ways of solving this problem, and present suggestions for the policy makers of the country.
As per high demand of readers; the research projects (2007) of Law & Political Sciences and Economics Departments; “Causes of Political Instability in Afghanistan” and “Causes of Poverty in Afghanistan and Possible Ways of Reducing It” has been re-printed.

Monograph Writing and Seminars Presenting Courses
More than 400 senior students of Seven Social Sciences Faculties of Kabul University participate in Monograph Writing and Seminar Presentation Courses which were held for ten days. These courses are launched by NCPR in related faculties. The course started on 18th of Oct 09 for the students of Law & Political Sciences, Social Sciences faculties and will soon be started for other faculties as well. (After ending the announced holidays by the government)

Peace Studies Network
The NCPR’s Peace Studies Department had a workshop in Bamyan Province on 17-19 October 2009. It was the follow up of the seminars which were launched in Universities of Kabul, Herat, Nangarhar and Balkh, that initiated a peace network in Afghanistan’s Universities level

Celebration of the International Peace Day
On Thursday, 15th of October, the NCPR-Peace Studies Department and students of the Peace Studies Network organized a celebration in order to present activities and initiatives they had conducted in the occasion of the International Peace Day. The celebration took place in the Library of Kabul University in participation of Prof. Amin, the chancellor of Kabul University, 150 guests – students, lecturers. Prof. Amin appreciated the activities of the Peace Studies Department and the members of the Peace Studies Network.

Capacity Building of the Parliamentarian
NCPR, partner der Konrad-Adenauer-Stiftung, has launched a course on 4th of October 2009, in Capacity Building for Parliamentarian (15 participants) in Parliament House, Kabul. This course is sponsored by CIPE and the themes are included Market Economy, Governance and Markets, Private Property and Economic Development, Corruption, Tax Policy, Trade and Globalization, Encouraging Entrepreneurship and Role of Business in Society.
This course is for 12 weeks and two days a week.

GARF Training Program in Kabul and Provinces
NCPR, the partner of KAS has held the Research Methodology in Social Sciences Training Program, German-Afghan Research Forum IV (GARF IV) from 27th of September 2009 for around 40 participants including lecturers and top students of six social sciences faculties of Kabul University at NCPR. The program will be for five weeks and all methods of a Scientific Research will be taught by experts.
The NCPR has started GARF training program for 6 consecutive days for 35 lecturers and top students of Nangerhar University from 10th of October 09 at the Nangrahar University for the first time.

NCPR'S Participation in Islamabad Session
From 27th to 29th of September there was a seminar held in Islamabad, Pakistan by KAS.
The Director and Heads of department of Economic and Peace Studies of NCPR attended the seminar. The seminar was on the “20-60 anniversary & Federal Elections in Germany” for decision makers from Pakistan and Afghanistan.
Complete information was given about the post-war Germany and its method of election to the Afghan and Pakistani experts, so they could utilize from their experiences in future.
Some suggestions and comments were collected about straightening of Afghsan and Pakistanis close cooperation in future.

Follow up of Contest of the Talents
The NATO Diplomacy Division has selected as Manfered Woerner Award winners10 proposals from twenty five. Among them, five proposals are from Law and Political Sciences, one from Economics, three from Social Sciences and one from Sharia faculty of Kabul University as well as one proposal from Balkh
University. All the winners are informed by NCPR to start their project. The deadline for the finishing the projects is 1st April 2010.

R esearch Methodology Program (GARFIV)
After Holy Ramadan, NCPR has decided to launch Research Methodology Training Courses in Social Sciences for the lecturers and students of Kabul, Herat, Nangrahar and Balkh Universities. This centre has launched this program to build the capacity and train the young researchers since 2006 and more than 350 young
researchers have been trained. Around 150 young researchers might be trained in this year program

Setting up Peace Studies Network
There was a Symposium about "Setting up Peace Studies Network in Afghanistan Universities" from 1st to 3rd of August 2009 at NCPR’s conference room through Peace Studies Department. The Lecturers and Students of Kabul, Balkh, Herat and Nangrahar Universities who attended the workshops of the Peace Studies Department of NCPR in their provinces were the participants of this symposium.
On the third day, the first anniversary of establishing this department was celebrated.

Certificate Distribution of GARF III with CPHD
The certificates of Research Methodology in Social Sciences and Human Development were distributed in a ceremony on 22nd of July 2009. This course was held by NCPR and CPHD last year. 40 Lecturers attended this course from Social Sciences Faculties of Afghanistan Universities and at the end the participants were divided into groups and completed small practical research projects.

NCPR’s Further Cooperation with Rurh-Universitaet-Bochum
NCPR would like to expand his cooperation with the Institute of Development Research and Development Policy of Ruhr-Universitaet-Bochum of Germany. In a meeting on 19th of July 2009 at NCPR, Dr. Hamidullah Noor Ebad and Prof. Loewenstein, Chief of this institute exchange their ideas to intensify dual cooperation.

Follow up Contest of Talent
In the Project of Contest of Talents has been launched by NCPR and NATO Diplomacy Division Committee; around 25 interested persons from Kabul and Balkh Universities have written their creative suggestions about security and reconstruction of Afghanistan in 2-3 pages and sent them to NCPR. These proposals have been observed by this centre and then were sent to NATO Diplomacy Division for selection of 12 best projects. The final result will be announced in near future.

Certficates Distribution for GARF III (Lecturers)
The joint NCPR-CPHD, GARFIII Program for 40 Lecturers of Afghanistan Universities, which was held in May last year, ended after the evaluation and completion of the participants' research projects.
Through the program, the Research Methodology in Social Sciences and Human Development Studies had been taught by Afghan and Foreign Experts. In the
certificate distribution ceremony held on 22nd of July 2009, in the conference room of CHPD, Dr. Noor Ebad and Dr. Ali Wardak talked about the importance of the program and wished both research centres further cooperation in future.

NCPR's Cooperation with Heidelberg University of Germany
NCPR and the Heidelberg University, Institute of Educational Science, cooperate for education and peace building research projects. Ms. Birtsch, Head of the Department of Peace Studies participated in a seminar at the Heidelberg University of Germany from 7th to 11th of June to discuss the questionnaire and the structure of the research. Regional coordinators from Afghanistan, Bosnia-Herzegovina, Colombia, Sri Lanka, Northern Ireland, Palestine, and Ruanda took part in this seminar.

Press Conference on Results of Public Poll about Presidential Elections 2009
The Konrad -Adenauer-Stiftung and the NCPR had launched a survey about the Presidential Election 2009, which was conducted in Kabul, Herat, Nangarhar, Balkh and Khost provinces. This poll was done by the participation of lecturers and students of Universities of these provinces. As many as 5040 persons were interviewed by a questionnaire with 16 questions about Afghanistan’s political, security, military, economic and elections issues. The poll results was brought into the notice of media in a press conference held on 28.05.2009 at KAS-Kabul office. This result was also broadcasted in Germany.

Talents Contest (The Manfred Woerner Award 2009)
The NCPR and NATO Diplomacy Division, finished the Manfred Woerner Award for Afghanistan successfully in 2008. Both would like to launch this program together for 2009 as well. This program will give the chance to young lecturers and students of Kabul, Herat, Nangarhar and Balkh Universities to write their inventive proposals in 2-3 pages about the security and reconstruction of Afghanistan.
The participants shall submit their proposals to NCPR till 10th of June 2009. The twelve selected articles will be awarded 1000 Euro after completion of a research project of 30-40 pages.

The Two Lecturers of Kabul University Trip to Germany
Two trainers of ''Presidential Election-Duties and Responsibilities of Media'' seminar and lecturers of Journalism Faculty of Kabul University traveled to Germany through DW- AKADEMIE by mediation of NCPR for two weeks. The journalists of the mentioned program are also included among the 12 invitees. This
group will perceive the duties specially the reporting of German Journalists in European Parliamentary Elections that will be held on 7th of June 2009.

NCPR’s Publications
The Peace Studies Department of NCPR established in 2008, has printed out its first issue on ‘Human Rights, collection of Articles and Interviews'. The suggestions and articles of the Professors and Students of Kabul University about Human Rights, Democracy, Islam and Human Rights are published in this issue.
The NCPR has also printed its Catalogue of Studies for 2009-2010. The issue
includes the summary of NCPR’s activities and more than 60 research topics of its departments in the relevant fields.

The NCPR's First Workshop in Nangarhar University
In the follow up of NCPR's Peace Studies Department workshops about Education and Peace Studies at Universities which were held in Kabul University, the same workshop was held from 18th to 21st May 2009 at Nangarhar University. There were 30 participants (6 Lecturers and 24 Students included 8 female). Same workshops will be held in Balkh and Herat Universities too.

NCPR's Cooperation with the Kabul University
NCPR, the partner of KAS has decided to sponsor the Scientific Magazine of Kabul University. Two published issues of this magazine were financed by NCPR, and the issues which will be published after every two months will also be sponsored by NCPR.

NCPR has Published his Research Project 2008
The research project 2008 of the Social Sciences Department ‘‘The Criteria of Sustainable Peace in Afghanistan” is published. This policy research has observed the causes of insecurity in order to find out the solutions and to seek for a sustainable peace in the society. The suggestions and comments are presented for the involved authorities and policy makers.

Peace Education Workshop
The Peace Studies Department of the National Centre for Policy Research (NCPR) with the cooperation of Afghanistan Independent Human Rights Commission (AIHRC) has conducted a workshop on “Peace Education and Peace Studies at Universities” with 5 Lecturers and 23 Students from the Social Sciences Faculty of Kabul University.
The workshop was held from 11th to 13th of May 2009. The same workshop will be held from 18th to 21st of May 2009 in Nengarhar.
